I am wondering whether I should invest in email marketing campaign. Can a legitimate offer still find its way through the spam filters to reach the target audience and get a response? Or is it all a waste of time now? If anyone has any recent experience with this, I'd like to hear about it.

Email marketing definitely works, but there are rules... Here are a few:
1). Use ethical methods to build your list(s). Make sure you have "permission" (from the recipient) to send your messages. Use the double opt-in approach (http://en.wikipedia.org/wiki/Opt_in_e-mail).
2). Don't send to your list(s) too often (you'll end up in the trash bin for sure).
3). Use a reputable sender (with "clean" mail servers), automatic list management (bounce processing, etc), quality campaign reporting. Vertical Response (http://www.verticalresponse.com/) is a good company to use.
